Who funded BIS and what is our goal?

Washington Sea Grant Program funded the Applied Physics Laboratory to build a prototype boater information system that is user-centered and based on a cognitive task analysis.

The grant is for three years at the end of which (2007) APL-UW will turn over the BIS prototype to Washington Sea Grant with a transition plan for an outside entity to make BIS operational.

The first year of the grant is "Information Gathering" in which we survey our users and analyze their task of planning trips on the water. Only in this way can we design and build a system that boaters will actually use.

The second year will be spent designing and building the prototype. Of course, there is always a wish list longer than there is funding to accomplish it, so our task is to prioritize what we can do in the time granted. The third year is for our boaters and APL-UW to test and evaluate the effectiveness of BIS.
